Contra Costa County is in the process of finalizing the updated Tree Ordinance. A summary of what is and is not in the ordinance is here

Public comment on the Tree Ordinance closes on June 30, 2025. Updates to the Tree Ordinance happen approx.imately every 20 years so it is important to have your voice heard.

Contra Costa County Urban Limit Lines
The Urban Limit Line ( ULL) prevents sprawl and preserves open space. The County has updated the ULL. Details of the changes are provided here. The County Staff is seeking Public comments onthe propsed changes thur the end of May, 2025.

County Housing Element & General Plan Updates
Housing Element approved in December 2023
2023 -2031 Housing Element
Housing Element: The 2023-2031 Housing Element “Sites Inventory” is a small, 15-parcel subset of the Alamo parcels designated for increased density in the General Plan update and should not be confused with the General Plan itself. A table of these 15 parcels, and proposed densities, may be viewed HERE.
The County has committed to the State of CA to “up-zone” 13 of these parcels to help meet its “Regional Housing Needs Allocation” (RHNA) required by the State for its next 8-year planning cycle. The number of units the County has indicated to the State that these parcels would produce is 364. The maximum allowable number of units for this group of properties is about 447.
The Sites Inventory also includes a 7.73-acre property at 2964 Miranda Ave. (the Mauzy School), two parcels on Danville Blvd. south of the Creekside Church and west of I-680 and a parcel at the end of Camille Ave. (known as the Ball Estate), that are not currently shown for up-zoning in the proposed General Plan Land Use Map for Alamo.
The two parcels located on the east side of Danville Blvd. are allocated 20 units and the Ball Estate parcel is allocated 35 units.
AIA’s concern remains that the densities in some of the cases are too high, would impact, be out of scale with and could encourage further land use transition in their respective vicinities.
As a result, AIA developed comments to CC County on these issues. These comments may be viewed HERE.
Housing Element Information for Alamo Residents
Have there been any apparent changes in the County's Housing Element “Sites Inventory” map for Alamo since it was first released in July of 2022? Yes.
There have been several Alamo properties added to the current projections and several Alamo properties removed from the previous projections. The County is obligated to show a Housing Element plan to the State of California that can accommodate 7,610 housing units in the entire unincorporated area over the next eight years. As required by the state, this is many times the number required in the previous eight-year cycle.
Under this most recent version of the Housing Element version, there are 13 individual Alamo parcels in the Sites Inventory and the number of units “allocated” to these parcels by the County (the number of units the County tells the State will be created on these parcels over the next eight years) is 364. However, this is not the maximum possible number of units that could be built on these 13 parcels under their proposed General Plan designations. That maximum number is 575.
This current version of the County's Housing Element was submitted and has been approved by the State.
. NOTE: The State of CA maintains that failure to comply with state mandates could result in withholding of state funds.
“Envision Contra Costa 2040" General Plan/Rezoning Information
The County is proposing significant changes to its General Plan, which forms the basis for subsequent rezoning, as part of its “Envision Contra Costa 2040” project. As presently drafted, these proposed density changes would allow a maximum of approximately 3100 additional units for Alamo.
Most of the concern voiced by residents has been about the large number of units proposed by the currently draft of this new General Plan.
The draft General Plan is now almost ready for public release by Contra Costa County. The County anticipates publishing it around mid-September.
The draft Environmental Impact Report (EIR), covering the General Plan and Climate Action Plan, is currently expected to be released in October or November.
All comments made about the EIR during it “comment period” will have to be responded to by the County in a “response document” published, along with any changes to the Draft EIR, as a proposed Final EIR.
After the proposed final EIR is released, along with the proposed final Draft of the General Plan, these documents are reviewed by the County Planning Commission for recommendations and then by the County Board of Supervisors for approval.
